Implement inventory generation feature and update documentation

- Add a new inventory builder script to generate Ansible inventory and environment variables from a flat cluster.env file.
- Update README.md to include documentation on the new inventory generation feature and its usage.
- Enhance deploy.sh script to support inventory generation as an action.
- Add example cluster.env file and configuration for inventory generation.
